Air Conditioning Energy Assessors & Air Conditioning Inspectors will be required for Industrial, Commercial Property and Buildings as part of the EU EPBD Directive commencing 2008. Inspection of HVAC (Heating Ventilation & Air Conditioning) systems will require to be inspected to ensure that the systems are operating efficiently. Energy Assessment of Commercial/Industrial Buildings will require inspection of:

Inspection of Air Conditioning systems and controls including heating and ventilation systems installed in existing buildings for Industrial and Commercial use will be required as part of the EU EPBD Directive commencing 2008. Inspection of HVAC (Heating Ventilation & Air Conditioning) systems will require to be inspected to ensure that the systems are operating in an energy efficient manner. Energy Assessment of Commercial/Industrial Buildings will require inspection of:

  • Industrial Air Condition Units - Air Handling Units (AHU's)

  • Industrial Boiler Systems - Mains Gas or Oil Fired

  • Heating Control Systems

  • Ventilation Systems Inspection

  • HVAC Systems Inspection

Industrial Property managers will be required to produce Energy Performance Certificates provided by qualified energy assessment assessors (SAP or SBEM) for Existing and New Build Industrial Property Units.

Buildings that are subject to survey will be provided with recommendations for system improvements if required, by the inspector. 

Public Buildings will also require inspection of systems as part of energy assessment for Display Energy Certificates. Implementation will start in January 2008, and systems over 250 kW must be inspected by January 2009. Systems over 12 kW must be inspected by January 2011. Thereafter inspections must be repeated within a five years timeframe.

Building managers are expected to provide documentation for the installed system  To assemble documentation describing the system and any existing inspection and maintenance regime, where this has not been prepared in readiness for the inspection. This would form a separate and supplementary task. CIBSE TM44 publication includes legislation, sizing, estimating, performance, cooling load for inspection of air conditioning systems.

Commercial Property facilities managers will be required certain data for submission to inspectors to assist in the energy assessment of the building (for public buildings this will include energy bills and the amount of energy used, such data needs to be collected now - before the October deadline).

Commercial Energy Assessors will be responsible for inspection of air conditioning systems for commercial buildings. Allied to this, the energy assessor must be qualified for energy assessment using SBEM & SAP techniques to complete the Commercial EPC (Energy Performance Certificate) for commercial premises.

Thus suitable energy assessor training will be required for conducting energy surveys of buildings with existing air conditioning equipment installed. New Build commercial & or industrial units will be assessed in a similar way.

Air Conditioning Energy Assessors will commence surveys of air conditioning equipment from April 2008. Asset owners are advised to carry out regular maintenance and repairs to operational systems to improve energy efficiency, and thus reduce energy usage of such buildings. Cooling systems will also require inspection by the energy assessor.
