Commercial Buildings Energy Assessment will be required under new legislation from the UK Government in line with EU EPBD regulations. Many properties in England & Wales will be affected by the introduction of energy assessment of buildings. These changes will also affect the property rental sector, private and social landlords, socail housing schemes and public buildings.

Commercial Property including, shops, retail units, warehouses, commercial units, industrial units & public institutions will be affected in some way when the EPBD measures are introduced from January 2008.

Article 7 of the EPBD requires that ‘Member States shall ensure that, when buildings are constructed, sold or rented out, an energy performance certificate is made available to the owner or by the owner to the prospective buyer or tenant, as the case might be. The validity of the certificate shall not exceed 10 years.’ In addition,  the directive states Article 7 of the EPBD  ‘The energy performance certificate for buildings shall include reference values such as current legal standards and benchmarks in order to make it possible for consumers to compare and assess the energy performance of the building. The certificate shall be accompanied by recommendations for the cost-effective improvement of the energy performance.’ The role of the air conditioning inspector will be key in the assessment of energy usage of commercial property.

Energy Ratings

Commercial Buildings will be rated in two ways to determine the properties energy rating:

Design and Asset Ratings; these are measures of the intrinsic performance potential of the building, and rate the standard of the building fabric and building services equipment. The design rating can be calculated before the building is built and the asset rating is calculated for the building as built. The asset rating should be of particular interest to those purchasing or leasing a complete building, since the asset is the commodity they will be taking on.


Operational Rating; this is a measure of the  in-use performance of the building. This will be influenced by the quality of the building (as measured by the Asset Rating), but also by the way the building is maintained and operated by property managers.

Good ratings for building energy assessment should mean realising a better return for lease companies, than those buildings with a lower rating, as the property owner or lease occupants would have higher energy costs.

Air Conditioning systems will contribute to the overall energy efficiency of a building, so it is important to conduct regular maintenance of such systems and maintain service and maintenance logs that may be required to be inspected by the authorised inspector.
