Air Conditioning Energy Assessors & Air Conditioning Inspectors will be required for Industrial, Commercial Property and Buildings as part of the EU EPBD Directive commencing 2008. Inspection of HVAC (Heating Ventilation & Air Conditioning) systems will require to be inspected to ensure that the systems are operating efficiently. Energy Assessment of Commercial/Industrial Buildings will require inspection of:

  • Unitary packaged systems

  • Split packaged systems

  • Multi-split packaged systems

  • Variable refrigerant flow (VRF) systems

  • Centralised cooled air systems

  • Centralised cooled water systems

As part of the energy assessment for commercial buildings an inspection of the air conditioning system will be required, this survey must be undertaken by a qualified air conditioning energy assessor. A recommendation report will also be provided after inspection providing details of improvements for existing systems as part of the survey for the production of an EPC (Energy Performance Certificate).

Boiler systems which have been installed in existing building will require inspection by a qualified energy assessor. The boiler heating controls will be examined as part of the inspection. Commercial Property facilities managers will be required certain data for submission to inspectors to assist in the energy assessment of the building (for public buildings this will include energy bills and the amount of energy used, such data needs to be collected now - before the October deadline).

Commercial Energy Assessors will be responsible for inspection of air conditioning systems for commercial buildings. Allied to this, the energy assessor must be qualified for energy assessment using SBEM & SAP techniques to complete the Commercial EPC (Energy Performance Certificate) for commercial premises.

Thus suitable energy assessor training will be required for conducting energy surveys of buildings with existing air conditioning equipment installed. New Build commercial & or industrial units will be assessed in a similar way.

Commercial Air Conditioning Energy Assessors will commence surveys of air conditioning equipment from April 2008. Asset owners are advised to carry out regular maintenance and repairs to operational systems to improve energy efficiency, and thus reduce energy usage of such buildings. Cooling systems will also require inspection by the energy assessor.
